OF PEOPLE AND PROGRAMS: Distinction of being the first Negro personality on Boston television goes to actor-writer Terry Carter, who has joined the WBZ-TV news department for general assignments and on-camera work. A native New Yorker with diverse talents and an impressive educational background, Carter co-starred on Broadway in Kwamina and Mrs. Patterson and among other things, appeared in off-Broadway productions of Raisin in the Sun, Of Mice and Men and Time of Your Life. He also has played leading roles in TV episodes of Combat, Dr. KiIdare, The Defenders and Breaking Point, along with having been a regular cast member of Phil Silvers' Sgt. Bilko Show. His first appearance in his Channel 4 assignment took place a few days ago, unannounced, in a noon telecast.
